YMCA's Washington Youth Legislature in Olympia to learn about process, bill making

Lt. Governor Owen addressed a group of more than 400 youth, parents and advisers in House chambers April 30 to open the YMCA's 61st Annual Youth Legislature. The high-school age youth representing 30 school and youth delegations are in Olympia through May 3 to propose bills, debate issues, pass legislation, practice public speaking and learn about legislative processes. Owen spoke to the Youth Legislature, part of the Y's Youth and Government program, about democracy and to present his views on leadership. The full session, including the speech, can be seen on TVW.
